I doubt ZOS has the skill or manpower to put into ensuring the rez ult balances out properly. It'll either be better - to any degree - than soul gem rez and thus will be used and considered OP, or it'll be worse than normal rez and will never see any use. They probably should've just made it a group buff that gives some strong, but generic buff and negates a killing blow, healing for 5k or so instead of death.

What i suggest to fix it from a pvp perspective is to first, revert the cost back from 350 to 200. But then change the amount of people resurrected by 3 down to 1. This means that the skill is no longer a mass resurrection ultimate. It will still be pretty strong because you still completely bypass the soul gem resurrection mechanic and you still get one person up with the morph effects of renewing animation restoring a lot of resources and animate blastbones still giving you the big burst damage(this morph may also need tuning down.)
I don't want this ultimate to be useless but i believe that this is a solid fix for it. Still very powerful but not as easily abused.

Sorry I do not agree with this but it would be very nice if skills did different things in PVP to PVE like most other MMO's do.
The solution is simple. Give the resurrected a strong debuff that'll kill them in about 20 seconds but at the same time give them a strong buff that makes the ulti worth slotting. This would feel a lot more necromantic than resurrecting the dead to full life like a holy prophet
