How do you deal with Cyrodiil lag?

LordOsiris✭✭✭My computer is brandnew, CPU Ryzen 3200, GTX 1060, 16GB RAM and all on mSATA, there is no overheating. CPU is running in Cyrodiil at 60%, my Video is running at 40%. Also there are no addons running. Neighter an other programm could disturbe, because I have only Win10 and the game installed. There is no firewall or virus scanner running.
