Visual effects on Horned Dragon weapons are rendered on an incorrect axis

@ZOS_GinaBruno @ZOS_JessicaFolsom @ZOS_SarahHecker For weapons of the Horned Dragon style (the Battlegrounds variant of the Scalecaller style), visual effects on the weapons are rendered incorrectly, on the wrong axis.

CORRECT: First, we have a Scalecaller staff with the Lorkhaj (Moondancer, etc.) visual effect. You can see that the visual effect--the blue aura--runs along the length of the staff.

BUGGED: Next, we see the Horned Dragon staff. You can see that the visual effect is rendered perpendicular to the staff and is thus floating in air.

  • Of the 122 different staff styles I tested, only Elder Argonian and Horned Dragon are affected by this bug. All other staff styles render effects correctly.
  • This problem is not limited to staves, but affects other Horned Dragon weapons as well. (I did not test other Elder Argonian weapons, though.)
  • This affects various visual effects, not just the Lorkhaj effect (I used the Lorkhaj effect to illustrated because it's a strong effect so the problem is more clearly visible).

    Actually I've noticed this bug in two other staves.

    Here's Ancient Orc showing the same behavior with the Lorkhaj effect

    With Bloodspawn staves, showing this is trickier because the red stuff overrides Lorkhaj but here it's possible with a loaded elemental weapon and when the infallible aether effect carries over from the other bar (won't show from its own bar because bloodspawn overrides it)
