The restriction for proc sets is that they can't proc other procs and they can't crit.
So, yes, healing done will have an effect.
But the proc of a procset can proc the proc of another procset right?
Damage over time procdamage proc of procset sload procs the valkyn skoria proc which is the mini meteor proc (which could even proc burning effect proc i guess)
Procs are cool

@NoMoreChillies
This is EXACTLY why I made this post. I'm contemplating making an Imperial DK using these two sets. Though the sets aren't "direct damage" (but strangely buffed by Master At Arms in CP)- they still add to the damage/leeching health synergy of an Imperial.
Do you find that you have more survivability as an Imperial with this new setup?

Do you think that the new Imperial passive will proc from Bahraha/Leeching? Bahraha and Leeching both gain damage from the Master At Arms CP passive (direct damage done)
"When you deal Direct Damage, you restore 333 Health, Magicka, and Stamina. This effect has a 5 second cooldown. It also will reduce the cost of all abilities by 3%."

I’m going off the tooltip. Please don’t tell me that it actually scales off Thaumatuge and the tooltip is wrong.
I’ve tested it on dummies while adding more penetration toward spell/weapon damage (and saw better results).
I may have to test it on a dummy again to see if the tooltip is completely wrong.
You’d be surprised by the abilities that supposedly benefit from MaA vs Thaumaturge. MaA appears to boost Auroran, Ilambris, and Boundless Storm on my Sorc.
The same goes for my IceDen. MaA increases the tooltip of Iceheart, Permafrost, and Impaling Shards.
All of these abilities- you’d think- would be boosted by Thaumaturge.

In case you haven't noticed, the combat system is spaghetti.
The game's API, for example, reports Roaring Flare in Cloudrest as fire damage. It's Oblivion. It reports Purification in Malatar as Oblivion damage. It's not Oblivion.

I heard this said a few times so I tested it recently on the PTS.
On a magDK only wearing Overwhelming Surge + Skoria.
Spam dragon blood (no damage) until it procs surge. Watch as the surge proc eventually procs the Skoria meteor.
I tested with a few other sets too and got the same results (procs proccing other procs).

Goddamnit!!!
So, it just tested in PTS on a dummy. The tooltip and damage is all swapped up!
With 81CP into MasterAtArms, the tooltip reads 1186 magic damage... but the actual damage done is 787.
With 81CP into Thaumaturge, the tooltip reads 953 magic damage... but the actual damage done is 980!
So, it appears that MaA and Thaumaturge are incorrectly reading on the tooltips and have their damage reversed.
@ZOS_GinaBruno @ZOS_BrianWheeler Can we get someone to adjust these?

If I can’t trust the ability’s tooltips- how can I trust the damage shown?!?!?
I feel like I’m on crazy pills!

Also, in case you didn't know, damage proc enchantments inherit the type of damage they proc off, so if endless hail procs your poison enchant, it is considered a DoT, and if light attacks proc it, it is considered a direct hit...
