The Lion Guard are the elite guards of High Rock and the Daggerfall Covenant. They are deployed all across High Rock and serve as High King Emeric's personal guard. They espouse a meritocratic hierarchy, where ability alone determines progression.

This part could explain the strange racial distribution, also there is nothing about the Lion Guard that would suggest there should be more Redguards than Khajiits or any other race.

In game it might simply be that Lion guard is popular among Khajiit in Alik'r.You guys are looking too hard into this. I bet the devs were "Hey, khajiits looks like lions so lets get them into Lionguard."

Wow...
As Danikat said, many of these generic NPC roles are randomised. In this instance, you got many Khajiit; when you come back, it may have changed.

Still worth a giggle.
Imagine the banter...
"so, you're in the lion guard ..."
"yes, this one fights for the high king"
"and you're a cat..."
"this one has fur, indeed"
"a cat... in the lion guard..." *giggles*
"this one does not find it funny"
"because lions are big cats..."
"this one doesn't want to talk about this anymore"
"...roar for me"
Think its that Khajiit is in the loot table because its many of them in Alik'r.As Danikat said, many of these generic NPC roles are randomised. In this instance, you got many Khajiit; when you come back, it may have changed.
Also, as for percentages: I'm not sure why I need to point out that this is not the whole of the Lion Guard. That a small selection chosen for a specific duty at a specific time doesn't need to have proportional representation.
I just finished the Covenant story line for the 10th time and I just noticed this particular:
Ok, got me giggling for a moment...
Then it happened again.
And again.
And again.
In the Hall of Heroes, there are no less than 5 Khajiit Lion Guards, and here's the kicker... There are more Khajiit than Redguards...
Was that intended ?
*edit*
There are more outside...
Is that the special fur division ?
