Probably not. Not sure if there's any official word on it, but it's been brought up for ages, and nada. It would most likely require an investment in redoing most the overland areas like they did in WoW. An investment that I don't see coming, since they can't even invest in getting things like PvP areas to function correctly as they are.
On a personal note, I don't feel a need for it in this game. I can already run my mount at insane speeds, don't feel the need to fly over everything.

Class reps are just like our politicians. They promise mountains made of gold for us, but in the end, whenever they can they try to push their own agenda.

Who cares about needs man imagin flying around on the back of a dragon or gryphon. It would be awesome I think they should try and make it happen.

Besides, as others have pointed out there is not a need. However, Zos could do hovering mounts since they follow the same route and can abide by the same rules as what we currently have.
This would be perfect...a griffin mount that runs/walks on paws and takes “flight” during sprint.
Simply an animation image...no actual vertical axis control...just added visual feature
