You ask them.
Edit: Or you can easily find out. Queue for a DLC dungeon and you'll see.
Mind blown - someone gave the poll an Insightful.

It's different ways of buying the same stuff. Why should I care which option other people pick?
It does bother me when other people are judgemental about it, especially when they seem to think everyone who does/does not subscribe is not entitled to an opinion on anything because of it. It's nearly as childish as the console vs console vs PC argument.

If some one wants to use ESO+ then there is nothing wrong with it.

The problem starts when some aspects of the game are being balanced around what ESO+ has as standard rather than what is "regular" in the game (forcing subscription). The game went from a subscription model to Buy2play model for a reason (just to stay alive lol).
Simply put - there were not enough people playing the game to keep it running so they went to buy2play. So forcing another for of subscription wont do much good.
Also people often forget that it is not a matter of how much money do players have. Often this is simply a matter of personal preferences (thanks to early access model in the game industry & releasing unfinished games). People are simply more cautious what they buy and like to pay exactly for one thing rather that paying upfront for a monthly subscription.
And my guess is that if we somehow check what is biggest source of income for ZOS it would probably turned out that it is not an ESO+ but a "regular" player who buys DLCs, chapters & other stuff from crown store - simply because there are far more players like that when compared to how much % of player base uses ESO+.
The thing is ESO+ is an optional "extra" and it should stay that way. We should never had a situation when some one who is not using optional premium account (ESO+) is being punished for it in a buy2play game. Instead some one who is using ESO+ should feel rewarded.
