if you bothered reading the ful article you would know that you can get extra tickets from every event and can purchase previous indrik feathers from an event you didn't get enough tickets for since all of the event currency is the same.
assuming you got 10 from the first event, skipped the second, got 20 tickets from the third, and got 10 from the forth you could buy all 4 feathers and get your indrik.
It's even worse than that! Do you realise that you have to BUY the game to be able to get an indrik mount? And to buy a PC, or a XBone, or a Piss4, to be able to play it? And, if you are on console, to buy a live account.
I won't stop fighting untill I can get an Indrik mount while sleeping on my shitter.
Am I mistaken, or during the DLC anniversary events don't they open up the DLC zones to everyone anyway?
(I'm ESO+, so I'm honestly asking as I don't know.)

I also didn't realise that I had to GRIND to get certain items!!! They should be handed to me on a plate!!

Good question. In some previous events, they did open up all areas to everyone. Pretty sure this one will not though from reading the article. Will see if I can post the reference later.

To earn Event Tickets during the Clockwork City Celebration Event, you must complete the DLC zone’s daily quests. You will receive two Event Tickets from the first daily quest you complete each day (in addition to the other regular rewards). You must own or have access to the Clockwork City DLC game pack in order to participate in this event.

I don't think they open it up for everyone, but some anniversary events might coincide with free ESO+ trials, which means everyone is able to access all the DLC.

As @Tandor explained, our point is not that you made a mistake about your ability to get it. Our point is that you felt entitled to have every cool freebie even if you only bought the base game. Zos still has a huge team to pay to keep developping this game. It would have been a fair for them to block this mount (which btw, is completly unnecessary. It's only a nice cosmetic feature) behind a 1yo dlc.
When they announced the summerfall event, I didn't own Summerset. I didn't come on the forums to cry that I wanted this huge villa too, and that it-wasn't-fair-that-people-who-bought-the-game-and-even-paid-eso+-subscription-were-denied-this-and-blablabla. I wanted the villa, so I got my credit card out and supported the developers.
If you're short on budget, and can only afford the base game, that is completly fine. You still have dozens of zones and thousands of quests to enjoy. And you can also get free costumes, pets and mounts from that base game. Hundreds of hours of enjoyment for a 30$ game. Not many developpers can offer the same thing. So next time ZOS offers a nice-to-have thingie behind a very low paywall (which, as you realized, isn't even the case here), you will have 2 choices. Either support those people that don't work for free, or pass you turn. Whining on the forums is never an option.
it is possible to buy the clockwork DLC with gold now by getting it gifted to you.
So technically it is "free" in that you do not have to spend real cash. I bought clockwork for 400K gold.
