Before this patch I thought the resto was OP because of how strong damage shields are, but now I think it's perfectly balanced.
Can you please explain this to me? I don't understand it. When do you think it has been negatively affected and what has that exactly to do with the Major Vitality proc?
For the 2h, could they just make it so 70% off the damage is dealt instantly on cast and the Empower/Stun is granted after the full cast duration along with an additional 40% damage after the full channel? This would make the skill much more reliable in PvP and still be a 10% damage boost in both PvE and PvP.

Location: Craglorn. I went to Cyrodil but did not find anyone to fight, so I ent to a Craglorn group dungeon and some group spawn areas.
I use this set up on live in Vivec PvP - invasion, pierce armor, heroic slash, and 2 fighter guild skills (for the damage increase)
LOVE the reduce cost of invasion and the free weapon skill afterwards -- a nice sustain boost
(on live my heroic slash does over 9k damage)
When i swap to bow-- i use the skill that knocks me back a few feet, then swap bars again to invasion back a the enemy...
I morphed into the various poison skills including the poison injection and scatter poison shot
Difficult to tell about the bow bleed ticks...
inside the dungeon, i experimented in Werewolf form and slotted morphs that I normally don;t use.
I was able to stay in form easily and without problem.
I was able to use the devour synergy to extend my form easily and without problem.
I was able to repeatedly set enemies off balance --- hoping that my little pack wolves would benefit from the increased damage done...
Not sure about numbers, but I was very effective in WW form and I took down the big boss with no problem.
Note: I do plan to test the Tormentor Set (charge will taunt enemy) with this same build. Hoping the WW pounce will taunt the enemy.
I will also try again to test in Cyrodil open world and with other set combinations.

Damage Shields performing as they do live in conjunction with easy to access Major Vitality from this staff would be absolutely broken. However since damage shields are getting balanced this update it will no longer be over the top using this staff
