Farming the chest for a specific weight isn't usually a good idea. Get the shoulder piece first (either medium or heavy if you're wearing light armor and want to run 5/1/1) and then farm for the helm in the specific weight. The armor values are the same on head/shoulder pieces so it makes no difference which is heavy. The exception here is that a lot of PvE stamina players run 7 medium, so a medium shoulder is "necessary".
In the end, getting your monster set in the right weight/trait is min-maxing, which isn't really supposed to be easy.
I understand the frustration but with Transmutation, it's far easier than it used to be ... and there has to be some kind of grind to keep people playing.

I’m a tank that runs Black Rose so the more heavy pieces the better. I know that the odds in the chest are worse than 1/30. I’m just saying that’s the probability. The RNG is much worse which is why it took me over twice as many keys as it should have. Transmutation helped a lot with set farming. If we still needed to get the right set, weight, and trait, our probability of getting what we need would be 1/240. But we all know that RNG is worse than that.... I’m just saying that buying the exact piece you need would make it so much easier and quicker, then allowing you to do other things in the game.

The shoulder grind before transmutation was awful. You needed like 400+ keys for one divines piece.
