The transparency only sets the background, nothing else. This gives players the choice not to block so much of the game depending on their text size, yet still see chats when they show up.
If you want transparency to chat text, disable it.

There a slider and you can slide it to no transparency
Settings - Social - and then u will see the slider

That's exactly what I have done and lo and behold, the chatbox does not fade away. But the text does. Waht's the point of an empty chatbox with no text??

hrmm. I was playing around with that slider the other day and I want to say when I turned it all the way to the left (or right, whichever way reduces transparency), that everything stayed up permanently including the text. I don't remember anything disappearing and i actually later changed it back to the way I had it before because I preferred that disappearing.
I will have to check more into it becuz I think that thing disappearing
