As the title explains, I think it would be a small tweak and more fair if everyone starts with 0 ult.
This would mean that no one will have ult directly in the first fight, so for example 1 premade team cannot ulti bomb the rest.

Players shouldn't be able to prepare an ult bomb AND get a 1000 WD/SD boost the instant the round begins.

And then they get their ultimates almost back up again. :> Especially if they kill vampires and/or werewolves. That's an additional ultimate just there. If they're Nightblades with Soul Harvest, they'll gain even more.
So yeah, I like this suggestion.Ignorance is the greatest weapon of tyranny.

✭When BGs were first coming out, Wheeler addressed this very issue and said something to the effect that they don't want to mess with the character itself as it enters BGs due to potential bugs.“There is nothing either good or bad, but thinking makes it so.”1 -

There is a clear reason why you need to drop your ult before any competent duel match (or tournament). The same must be applied to BGs as well.2 -

Balorgh
(1 item) Adds 129 Weapon Damage
(1 item) Adds 129 Spell Damage
(2 items) When you use an Ultimate ability, you gain Weapon and Spell Damage for 10 seconds equal to twice the amount of total Ultimate consumed
