With stamina warden redguard you will have great sustain.
Almost any class using saxhleel as race will have great sustain

Nightblades have the best sustain by far, assuming you can light attack weave. Sorcs and DKs only have heavy attack builds because their sustain is so bad. Warden healers have decent sustain thanks to the Naures Gift passive, but Warden DPS does not have good sustain at all. Stamplar sustain is great if there are dead enemies for repentance and terrible otherwise. Magplar sustain is only good if you are using Channeled Focus (which is about to get buffed), but that has to be recast frequently and takes a skill slot.

Edit: I was answering primarily from a DPS role. For tanking nothing beats DK since they can spend Magicka to regain stamina.

Mainly pet builds, but the meta (non-Pet) Sorc build has terrible sustain.

OP, I'd give it to Warden or Nightblade. Both morphs of Netch and Siphoning Attacks are crazy for sustain.

And Nightblade has top-tier DPS to boot, if you're good at managing Grim Focus

Tamriel Unlimited was a mistake. One Tamriel was a bigger mistake

They're not usually that great tbh. I prefer Alcast's builds when it comes to player guys

I'd also add that if another stamplar is in the group, sustain is terrible, too. Have absolutely no idea why they removed the group element from Repentance.
