I think you don't know the difference between "revealing clothing" and "no clothing at all".
But if it pleases you to put words in my mouth, well ...

Also, characters in OP examples are ugly. Such attires nor eye pleasing, nor making any sense. I'm not trying to offence someone, it's just my opinion. While it seems alright to admire such flashiness, it also should be alright to express opposite opinion as well, right? So, ugly. Period.
I think the one slot I'd focus on first is shoulders, as there are a lot of clipping issues when they interact with chests and shields of different motif styles.
Followed by belts, which generally fall into either floating buckle or clipping buckle.

I really don't see any logical reason for why ZOS wouldn't add this in. Maybe that's there big E3 announcement (just blet me dream ok).
