I can confirm - this bug is still alive and kicking.
Does this cause any type of performance issues or add any additional problems? Would be curious to hear from others who have tried it. Appreciate the tip though, seems ZOS cannot fix this problem looks like it's down to players fixing it for them!!

All these screenshots seem to have in common the problem that the camera is likely clipping with walls or ceilings behind the character.

Yes, it would probably cause a performance drop if you don't have a strong GPU
