I'll be honest with you, the entire dyeing system in this game is metaphorically like a car with the engine hanging out. The textures were never made with system in mind and still for some reason they continue to make the textures without the system in mind.
I've personally spent many hours trying to get the colours on items right without success. This specific item is like the Imperial heavy greaves, which also has only two dyeing slots (although the greaves does only have two colours, however this point is made obsolete by the fact of that one of the slots literally does nothing and you can therefore never change one of the colours).
ZOS know the system doesn't work properly but they don't care about fixing things like this when they can be busy monetising new things. I'd love for the system to be reworked but I know that will likely never happen. Unfortunately, if this item doesn't already have three slots then it will more than likely never be changed either.

Thank you for making valid - if rather scathing - points (as far as ZOS is concerned). To clarify, this thread I've started may have been geared towards this specific item but that is not to say that it can't serve other purposes.
If nothing else, as you've pointed out, there are certain items in the game that we wish could have more or even modified dye slots. Bringing them to light might just increase their chances of being considered if not outright changed.
That being said, everyone is free to point out things they may have noticed or would like changed as far as the items' dye channels are concerned.
No worries, It sounds cheesy but I only put things harshly because I care. I doubt that this item or the entire system is something that will ever be changed but there is certainly no harm in pointing these issues and items out; for of course if we don't keep discussing these things then that is when we really have no hope of them being solved.
