Outside of OPs false statement of 1k guaranteed damage every second from Sloads, assuming he means the proc damage since hopefully most player can hopefully do more than 1k p/s normally, I do not see what issue OP is presenting.
Considering the damage is close to half the damage of the Viper set it seems in line. The only question that would remain would be if Oblivion damage is to much in this game. That is the only question. Certainly not a set that does 850 proc damage p/s when we have sets that do twice that.

I don't use this set, however I do see the merit in having a set like this that will counter block spamming uber tank builds that do nothing but tank zergs. Nerfing this set isn't the answer when there are already ways of counter play and the damage is low. These same players will just move to something else once this set is ruined and then the vicious cycle continues.

If you are going to nerf the set you might as well just remove it completely as it will be useless garbage like several other sets which now see no use.
Sloads is fine as it is. You need to understand your pvp player base and you don't. Once Sloads is out of the way a new boogieman will replace it, whether it's an ability, class, or set, mark my words, something will become the new "Sloads." People need a villain to whine about, they always have, currently this is it.
Before some troglodyte swoops in and broadsides me, I understand how the set works. The fact is, it ticks for 1k or less, however it's over a 6 second period. You mean to tell me during this 6 second period, you can't purge it or heal through it? I don't seem to have this problem, why do you? Everything has counter play and players that can't be bothered to prepare for something like this shouldn't be given a free pass. It's like whining about getting your hands dirty but being unwilling to wear gloves to prevent it. There are currently sets in game that remove sloads, abilities that remove sloads. If you can't be bothered to use these tools then that's your problem.
ZOS, the true problem isn't Sloads, the problem is the non CP/BGs. Everyone stacks cheesy sets that give them free damage to increase their burst potential or so they might make a craptastic block spammer who takes little to no damage but is still able to burn someone down with free damage (Zaans etc). Let's not forget, before it became popular to whine about Sloads, Zaans was the devil. Currently every single class I play that has a DoT or bleed ticks harder than Sloads. The only difference is Sloads isn't resisted and goes through shields. Though keep in mind, in BGs or no CP, my dots are barely resisted and only get blocked by shields however they tick a hell of a lot harder.
I don't use this set, however I do see the merit in having a set like this that will counter block spamming uber tank builds that do nothing but tank zergs. Really hope ZOS also consider this side of the debate as well. Nobody on the negative side has explained anything in a constructive way yet but for some reason ZOS is paying attention to them.
This set is fine and if anything has created a decent counter to the prema healing block holding dps builds out there to those that like to run solo or play as a casual.
5-6k over 6 seconds against 24-34k heal would still take 24-30+ seconds to burn if they just stood there and did nothing to heal... Not to mention the stat nerf for running sload so all other attacks are weaker.
I came back to eso after a break, I did some battlegrounds yesterday and notice that every time I died this sload damage was there.
Is some kind of new broken meta again?
