At an earlier point ZOS tried to do that. They allowed siege to stack in your inventory. However they found that it was often bugged and non functional after setting it up, so they scrapped the idea.
The idea of a alliance war bag would possibly avoid that bug. It still is inventory, and the sieges don’t have to stack there, and it doesn’t count against your regular inventory. I’d totally like it and it would make another great ESO+ perk.
currently sieges are the bane of my existence, if no pvp bag, then I hope zos lets us stack sieges

No, because it would never be "packed" again. Just like taking an item out of a Runebox for example. The container itself disappears, leaving only the seige weapon itself.
We already know this is doable from a programming standpoint.
