Before anything further, this is a really long post sooo... yeah.
As I am sure ALL fellow Nightblade agree, Siphoning Strikes and its morphs are absolute grabage. And IMO are probably in the top 5 most Trash abilities in the game since the horrible Morrowind patch. I want to address its odd past (then turned great), its horrendous present, and hopefully a better future.

PLEASE keep this civil. I know Nightblades aren't exactly the most...welcomed and loved class in the game by a large majority I'd say. I know we all have our grievances.
So lets' take a look at what was going on with Siphoning Attacks, starting in
2014 and moving ahead:
(First off, I don't remember the ability like this at the time because I was new to the game in 2015 so I wasn't paying attention to stuff like this). But I believe both morphs were toggles, reduced your Weapon Damage (WD) and also Spell Damage (SD) while activated.

2015:
- (March 2015) Patch notes v1.6.5:
Siphoning Strikes
Reduced the damage penalty for having Siphoning Strikes active by 5%
- This forum post describes quite well how the ability was phenomenal in aiding NB Sap Tanks (RIP them now).
- [Build] Shadows Preserve Us - The Nightblade Leech Tank (August 2015).
The ability and its morphs were then reworked with the Imperial City patch (yay!)
- (August 31, 2015) Patch notes v2.1.4
- Siphoning Strikes:
This ability is no longer a toggle, and now has a 15 second duration.
Note: The Leeching Strikes morph remains a toggled ability.
Removed the Power and Spell Power debuff; your attacks now do full damage.
This ability no longer restores a percentage of your Magicka or Stamina. Instead, it restores a fixed amount per hit.
You will no longer build up extra visual effects on your weapon when this ability is cast multiple times.
So now where in
2016. I'm somewhat unsure when they removed the WD/SD effect from the base ability and Siphoning Attacks but I think it was in late 2015. My reasoning:

This effect has a duration of 15 seconds.
Morphs
Leeching Strikes
Imbue your weapons with soul-stealing power.
Each basic attack restores (x) Magicka and Stamina and has a chance of restoring 15%.
Each basic attack also restores 2% Health.
Reduces Weapon and Spell Power by 20% while active
New Effect- Becomes a Toggle ability and basic attacks restore 2% Health. Reduces Weapon and Spell Power when activated.
Siphoning Attacks
Imbue your weapons with soul-stealing power.
Each basic attack restores (x) Magicka and Stamina and all attacks have a chance of restoring 15%.
New Effect- All attacks have a chance to restore Magicka and Stamina.
It was at this point (2016) I believe that the ability we all know and love was around.
As you will see in the comment section, caltrops was brought in. At one time, Siphoning Strikes (or was it just Attacks?) proced off caltrops. That's insane and OP but can understand why the devs changed that. RIP xD
So now we're gonna visiting
2017 and the most loved and incredible patch done to ESO: Morrowind (/s lol)

Leeching Strikes (Siphoning Strikes morph): This morph now converts the ability into a Stamina ability and causes your Light and Heavy Attacks to restore Stamina based on your character level, and an additional burst of Stamina when the effect ends.
Siphoning Attacks (Siphoning Strikes morph): This morph now causes your Light and Heavy Attacks to also restore Magicka based on your character level, and an additional burst of Magicka when the effect ends.
Siphoning Strikes:
This ability now causes your Light and Heavy Attacks to restore Health instead of Magicka or Stamina.
Increased the duration of this ability and its morphs to 20 seconds from 15 seconds.
Reduced the cost of this ability and its morphs by approximately 50%.
Recasting this ability or its morphs early will now always trigger the ending resource restore. The value of this restore is based on the length of time the abilities were active, similar to Rally's heal.
Each Light or Heavy Attack from this ability or its morphs will now restore less resources, but the final burst at the end will restore more resources. The total resources restored by this ability will remain roughly the same.
Developer Comments:
This is a significant reduction to the Magicka and Stamina restored by these abilities, but the addition of Health restore should give Nightblades more healing to improve their survivability. The changes also make the resource restore portion of these abilities better if you are not weaving Light Attacks perfectly, which is desirable for tanks and healers who spend time blocking or healing.

OK guys, so I'm finishing up here. Just got some tidbits to throw in. I can somewhat see why our beloved ability was immensely changed/gutted and nerfed, because of its large sustain benefits. Morrowind changed sustain for EVERYONE and I acknowledge it (still trying to figure out the ranking of worst to least), I get it but we shouldn't have gotten this sort of change.
If ZoS had even implemented the damage reduction and reduced the amount restores by even 1/3 or something, It would still be a decent ability I think.
Pre-Morrowind, like 99.9% of the population chose Siphoning Attacks because of its multifunction and only Sap Tanks (which were pretty far and few) chose Leeching Strikes (I still don't quite understand why) but with the MW patch, Sap Tanks have all been obliterated. I don't know of a single one and that's another issue with the change:
THE MORROWIND NERF TO SIPHONING STRIKES KILLED DIVERSITY Heres how:
You can pick between stam restoration or mag restoration. For a Stamblade like me, It's an obvious choice: Leeching Strikes which gives back Stamina. BUT, on a Magblade, which do you choose? Siphoning Attacks for the magicka (because that's your main pool) or Leeching because of needed Stam sustain also? I'm not so much affected by the change as my magicka counterparts were and it really really sucks. I feel bad for them
I don't rely on Magicka on my stamblade, its meh. On a Magblade, it could be life or death if you don't have the stam to break free/dodge/etc. They were hit the hardest.
I just find it VERY disturbing that it's week 4 of what, probably 5 weeks of PTS (and next week isn't going to be class changes right?) and the only change to Siphoning Attacks is some "bug" fix.
