And the 524 would be close to the 324*1.6, lol.
So something does seem a little screwy.
Have you guys tried to test if these are just tooltip problems or what you skills say before and after equipping these items?

So it knocked off an extra 266 when adding a non-infused reduced cost ring to the mix. More than the standard 204 (which always worked out to be less than 204).
On my Magplar I just went and created a gold reduce cost glyph and it was still 203. He hasn't unlocked Jewlcrafting yet though.
Sounds like infused is somehow carrying over to other pieces, maybe similar to how infused carries over to the primary weapon in a dual wield set up.
There is also bug with infused trait and Shield-play enchantment. There are few glitches in tooltip with items with that trait, but more important, it doesn't work. It have no any impact on block cost.
However, infused trait works for recovery enchantment. I tested it with magicka recovery.

It looks like somewhere along the system there is a double dipping in Infused vs original values or using an Infused trait is "sticking" the bonus somewhere and reapplying with a new piece or something.
It pays to test other enchantments too. If only my PTS downloaded at more than 200KB/s...

I saw Liofa's video. The difference here is that I have 1 infused, not 3. I tested multiple enchants, and the only ones that are applying infused to non-infused jewelry are cost reduction so far. As you can see above, I posted my tests with other enchants as well. I've tried just about all of them so far, and cost reduction seems to be the one that is applying when you have 1 infused equipped.
