No, it's being added to what's considered the base game to become the new "base game" for new players per the article. It doesn't affect people who currently own ESO:TU but do not own Morrowind. They do not get Morrowind for free unless they preorder Summerset.

Last time I recall a problem coming up with special offers on the console stores I'm pretty sure it was explained that ZOS have no control over the listing and pricing in those stores.
I do think that clarity and transparency in communication aren't the company's strong suit (other than at community manager level). I used to find the same thing with SOE in my many dealings with them over the years (and it didn't improve when they became DBG) - they could produce wonderful games but hadn't a clue how to look after their customers. ZOS aren't as bad in my experience, but it certainly looks like they're trying hard to be!

What exactly is your complaint? You seem to be changing it. First it was they are charging for something that is becoming free (which wasn't true). Now your complaint is what? That they are running a sale now for an item that will be rebranded in a few months. So because they are saying ESO Morrowind is now on sale and in two months they will simply say "Elder Scroll Online" is on sale, that's your issue? Where is the consumer being ripped off here? EXACTLY. PLEASE.
