If Skyrim modders working for free could do it, ZOS could do it.
Would legit pay crowns for a big furry cloak for my char to wear around Skyrim like in the good old days.
Capes has two problems, either they look horrible or they need cloth physic who is pretty cpu intensive, this is an serious problem if you get 100 players at once in an city.

This is all we get :-(
Whenever I mount and head off to my next task, one of the most striking issues stands out in the game: my character's hair simply doesn't flow. The long hair just.... bobs up and down as my senche speeds onward.I turned my Sorc into Magneto. But, he has no matching purple cape.

So the true reason is rather if they are able to introduce such a module into their modified engine, or if it is a performance issue when too much cloth is on screen.
