Because there's a double-edged sword at play here. To get better requires going through the dungeon for better gear (improving stats).
How else is a person to get above this if they're being ridiculed for "low" DPS?

They try. ZOS keeps adding mechanics and MOAR hp to mobs and players keep dps'ing through it. They need to actually sit down and think of an actual solution that stops big dps from being the answer nearly all the time.

It was and currently still is done to this very day. Although, the group(s) who attempt it must know all the mechanics quite well. Otherwise, it will be a very slow and tiring experience.
