Technically it's Tiber Septim that wins the final round of musical chairs that is the Interregnum's version of the Ruby Throne.
And he's a Nord.

By some accounts he's a Breton, but I see your point

Nope! He was a Breton.

though I'd rather he be a nord; less kinky elf DNA on the throne.

Actually, to be really accurate, he's an Atmoran, the race of men that all others descended from (even Bretons).
The heretical belief is that he's a Breton, something only a dirty Breton would believe in.
"The secondary reason for the lethargy of High Rock had to do with the depth of relations between the province and the Septim Empire. For the first time since the beginning of the Dynasty, an Emperor ruled Tamriel who was neither Breton nor had spent any of his childhood in High Rock."
The difference between Cephorus II and his cousin Uriel IV who preceded him was appalling to the people of High Rock. Even mad Emperors like Pelagius III revered the Bretons over all other races, and cousins and younger siblings of the Emperors have ruled in High Rock since the foundation of the Empire. Cephorus was a Nord, with Skyrim and Morrowind sympathies. The attitude of the common men of High Rock was sympathetic toward the Camoran Usurper as an archfoe of this hated Emperor.
"Leading his forces was Hjalti Early-Beard. Hjalti was from the island kingdom of Alcaire, in High Rock, and would become Tiber Septim, the First Emperor of Tamriel."
"The more recently created holidays of High Rock are those like Tibedetha, "Tibers Day," celebrated every 24th of Mid Year in honor of Alcaire's most famous, son, Tiber Septim."

Didnt come as a surprise to me.
If you play PVP, you probably know that already

it's really not. most people who play ESO are fans of The elder scrolls series. and EP has Morrowind and Skyrim. oh and they probably hate high elves too XD
and just speaking logically. why would you not choose the faction that has the living gods?

"In these four years, we've been proud to hit some big-time milestones, including 10 million players last year. That said, the ESO community has hit some pretty amazing milestones of their own. Check out these incredible in-game statistics from PC/Mac launch until today:
...
Most popular Alliance: Ebonheart Pact (36.33% of all characters)
Most PvP Kills by Alliance: Ebonheart Pact (122,490,253 kills)"
Blood for the Pact! Remember the Chalamo!
Of course, that might also explain this picture...
Talos is like 90% Wulfharth as far as i remember the lore Hjalti is the ultimate pretender, a Wulfharth wannabe.
Didnt come as a surprise to me.
