Personally I find it easier to manage 2 different resource pools then having everything rely on one pool, but doing that with overload wouldn't be very balanced due to the magicka return. You get a third bar with overload which is plenty of room for shields and heals so you really shouldn't have much need for blocking anyway. You could use an ice staff if you want to use magic for blocking.

The problem is that if my main weapon is an ice staff for blocking with magicka, it takes time to get into Overload and get out of Overload, so the idea was to have Overload ready to respond to attackers. As a tradeoff, there would be no block cost reduction from Ancient Knowledge.

Why is that exactly a bad thing? It’s one of the few uses Overload still has - giving magicka back. Having blocking cost magicka during overload would completely defeat the purpose. If you want Magicka blocking equip an ice staff.
