✭✭Guess I am a bad mdk but I never could get that morph to proc more than every 3 seconds. When it procs it does a lot more dmg and a beast heal. I think 3 seconds is fair like how can you expect to get that every hit or what ever.Xbox GT: Rex Umbrah

With someone in the group or raid running a Lightning Staff, Off-Balance uptime was very high. Now they not only put a large cooldown on Off-Balance, they also completely ruined Power Lash by giving it a cooldown it did not need.
