That's what some people have said before, but its hard to tel if it's true, or if they just never updated it with the with the new models.

I think the idea behind polymorphs is that they are supposed to completely change your character into the pre-defined mold, with no variation whatsoever.
Yeah... khajiiti and argonian skeletons weren't really much of a thing before orsinium. So that polymorph always had been a human skelly... in the stillrise village quest, and I think a few others where the player character gets skeletized (there is one in the rift too as I recall). But in a general sense, it -would- make a lot of sense for them to update old with new. I really would love to see naryu in the old deshaan quests in her new look as well... and more besides, refit new costumes to old NPCs, etc. (Also serves as advertisment for the crown store, making more players go "want!", right)

There weren't Argonians in the community. It was an isolated non-nomadic Kothringi settlement trying to avoid the Knahaten Flu. Ironically, their isolation probably contributed to the Flu's severity when it was unintentionally spread through the village.
ESO started in 2E 582 (according to Varen in the original cinematic) and the Flu hit Stillrise in 2E 561, so it's been a "dead" settlement for about twenty years. The questline starts when Gareth asks your help against the Worm Cult, who have come seeking the "treasure" of Stillrise. Basically, wanting to enslave the settlement and use its remote location to their advantage.
I know a lot of people probably just breezed through for the polymorph, but there's a key line in there. Shaman Chirah says,
"Make an offering to Clavicus Vile and the soul gem array will think you one of us."
So, yes, adhering to the quest story in this case is important.
