No one in the game is fully fleshed out enough or has enough dialogue interaction to justify hating them.
Dragon Age is the expert at making you hate certain characters
Asmalah the Caller of Darkwater Crossing, Eastmarch
He destroys the town of Darkwater Crossing by luring trolls to it. This effectively makes him a mass-murderer of townsfolk.
Then he refuses to let you heal one of the remaining refugee townspeople unless you let him go free. If you choose not to give in to his blackmail he commits suicide and the other person dies too.
Some people may consider him part of a good storyline with a difficult decision but I wonder whether it goes too far.
