Wow i just read OP in that thread. While creative all of that sounds absolutely terrible for implementation. A justice system like that would cause me to quit the game.
Not that I am surprised about all those "What, changes to make us actually -care- about the consequences when getting seen stealing stuff and murdering NPCs? Terrible! I'd quit..."

But why should the consequences be so high when the rewards are so low?
