Once upon a time, the Laurel and Malachite style mats were BoP (in part because Malachite was sold on the Crown Store--before mimic stones existed--and Laurel was probably slated for the Crown Store too, before mimic stones nipped that in the bud), and that is my guess as to why they are legendary (though the Akaviri style was also BoP once upon a time, even though it was always white-quality).
Regardless of why these mats were originally designated as Legendary quality, it makes no sense now. No other in-game style mats are Legendary (Mimic Stones are the only other ones, but they're CS), and all of the other "refined" style mats (e.g., Dried Blood ->Tainted Blood) are all white-quality instead of purple- and gold-quality for Malachite Shards and Malachite.
This is a quirky inconsistency that makes no sense and drives my OCD crazy. Please make Laurels, Malachite, and Malachite Shards white-quality, like all the other style mats and style mat fragments in the game.
