I tried during the actual quest, and by equping mudball pouch as quickbar item. I can't target him, and so can't throw. Got both of the others.

Have you been disabling in Setttings>Gameplay "Do not kill innocents"? It should work to hit him even when this is active and you still get a bounty how every you do it (as it is nearly impossible to avoid being seen from other NPCs around these royal targets).
Are you on PC? Maybe you have add on that is supposed to help you with targeting in some way (or when you fetching information from where you point your crosshair)?
Do you have King Emeric name shown when you are targeting him (enable name plates for neutral and friendly NPCs) in Settings? I ask because that would indicate where his hit box should be.
You should be able to target him independent of Mudball Pouch (as that is only needed to enable to use that item on target - during this event you will be able to use it against other players [no bounty + don't need to change gameplay setting] or with settings enabled to kill innocent to hit neutral NPCs ).
Can you hit neutral NPC with Mudball? Does it show up when direct your camera towards neutral or friendly targets an option to throw Mudballs? This option should show up even when you can not hit them because of "innocent" setting; so there is no need to change any settings to be able to see this.0 -
seeker3010ub17_ESOSoul ShrivenIf I get close enough, I get the talk option, but can't throw a mudball. And yes, all other mudballing works as usual.
I was finally able to earn the achievement with another character. Still no idea of what the problem is/was, except that the new character had completed Coldharbor and had completed the Daggerfall faction. The first char is still doing Coldharbor.
