Zos's general struggle with combat balance is the most like culprit here.
Most new content is rolled.out with dlcs so they dont want to attach any active skill lines to those to avoid p2w cryouts.
Then again they have added a new class with Morrowind so a new wep skill line, maybe with a big expansion might not be out of the picture completely.

But they could've added magicka morphs to DW and Bow skills at least. That way also players are able to see that not only magicka abilities morph to stamina. Bow could get fire arrows that deal fire damage which scales with magicka and/or added spectral morphs to add magic damage.
The way the game work is that staffs are magic all other are stamina.
Now back before Morrowind some magic builds used two swords as swords also increase spell power and this more than staffs. As DW heavy attacks restore stamina it mostly died with morrowind outside of PvP bombing.

Staves do nothing and magicka assassins like vampires could really use magic weapons other than dumb staves.
There's an NPC in Vvardenfell that attacks you with magic daggers. He's in Vivec city right on the opposite side of the wayshrine near the temple of Vivec.
I've seen some threads about people wanting magick weapons from like 2 years ago. Are there like 5 devs working on this game or did Zenimax just meet their quota and called it a day?
Or am I just comparing them too much to other studios like Riot Games who worked on their game every week with no big publisher to back them up and their free game?

I would like stamina morphs for Restoration Staff & Destruction Staff....Zos's general struggle with combat balance is the most like culprit here.

Your thinking more like Gandalf's stave not harry potheads, also Harry Pothead uses wands not staves

Dual-wield wands!
I want stam morphs for DK class abilities back so my stam DK can use more class skills. They totally robbed stam DK of its class identity by making 99% of the class abilities magicka
