Pretty sure they are worth nothing, because I'm also pretty sure they are still ZoS's intellectual property and can be stripped from you at any time for almost any reason...your renting some virtual crap...

Clown crates are a predatory implementation designed to get the maximum amount of money from a customer and in no way reflective of the simple work that goes into re-skinning or making a mount etc.
Adding hidden items to the crates pushed me further away. No-one i play with buys them and all shop in the crown store to get items they see a value to.
I would not be surprised is there was algorithms running in the script that monitors customers behaviours and alters there drops accordingly to fully maximise profit. There is no morals here or any regulatory bodies checking, ZOS literally can do as they please in these regards.
The problem is there are no good or even decent items in the store, the only good items are in the crates.
So if you want to enjoy the game you really have to give in and buy them, they don't leave you with a choice.
Personally I think 99% of good items are contained in crates and this trend will continue. Crates are profitable so they will have no intention of stopping them any time soon. As I already mentioned, in my opinion you have to buy them in order to enjoy the game, so absolutely will continue buying them. 'Really valuing' appearance and yet not buying crates sounds like a problematic scenario in this game. Nearly all of the visually appealing items are contained in the crates.
