    Soooo why torugs?

Torug's gives your enchantments a large boost in effectiveness. If you use a crusher enchantment, it removes 2.7k resistance. That's a big dps increase for your allies. Same applies to your back bar enchantment: if you use weakening, it reduces large amounts of incoming damage for the whole team on bosses.

Not to mention, compared to alkosh it is easier to get and has better 2-4 piece passives. And you can choose the style. I may or may not be vain.

Even with a low uptime of 50% I would still rather take a simple 2k Infused Crusher + Alkosh than the extra 700 pen the Torug gives.

But that is just personal preference.

Is there a reason for Boundless Storm instead of the stamina morph Hurricane?

I totally understand that. When I looked at it I also factored the potency and uptime loss, and with a 7 second cd, you're running 2k pen at a 5/7th uptime. That gives us (roughly) just under 1500 pen in a perfect uptime scenario, with another 2.9 from alkosh in again, perfect uptime. That brings us to 4.4k pen, or about 1.7k more than torug's. Here's where it gets tricky though:

Torug's will have as close to 100% uptime as is possible, but even then most fights I inly get 95% uptime on it. In reality, getting synergies and waiting for the gcd/not bar swapping when it comes time to reapply means you'll see less than even 95% uptime on alkosh and non torug's enchant. If we take (for sake of argument) a 75% uptime of alkosh, you actually get nearer to 3.5-3.6k pen: less than 1k off of torug's.

So for me, it's a reliability thing. And again, the 2-4 benefit us a bit, and it benefits the weakening enchant on your back bar by a pretty sizeable amount. That said, for pure pen, yes go alkosh for a greater penetration shred!
Is there a reason for Boundless Storm instead of the stamina morph Hurricane?

Yes, and it's pretty much open to debate. I run boundless because the 3k (+) stam cost from hurricane can really eat away at your stam pool, even more so when you realize that this also lasts 15 seconds to boundless' 23. If you have no sustain issues running hurricane, do so! I simply would rather trade magicka for the buff on my build.
