Combat Physician doesn't proc while at 100% health

Just like the title says, the set doesn't proc when at 100% health.. is this intended? If so, then please word it like Spell Power Cure instead of it saying when you "heal an ally" because even though I'm at full health I'm still technically healing myself.

    Intended or not, this is how it has always worked since its introduction over two years ago. It's the main reason for it being regarded as trash set. Likewise with Prayer Shawl and Gossamer.

    I would venture to say that SPC's behavior of procing at full health is the exception rather than the norm.

    you have to actually heal the target. There is nothing to heal if they're not missing hp. It's consistent with other sets in the game that proc off healing.

    SPC is the only exception I can think of but it actually requires the target to be at full health.

    As said above, it's pretty much why this set isn't very popular. I think there would be more diversity in healing sets used if more of them behaved like SPC does.

    That's not the reason the set is unpopular. It's a lame design to start with because it only provides one shield at a time with a moderate CD.

    The way it procs is pretty standard. Heck, the healing monster sets. At least most of them, can proc only when replacing hp.

    I'd be he set could proc up to 4 shields a a time if may have some use outside of trials. It would still not be among the preferred sets for vet trials since it doesn't provide a benefit to the group Like several other sets do.

    Yeah it still wouldn't be used in vet trials but it would be much better for 4-person content. I know that most healing sets proc that way, as I said in my post, I would like to see more proc the same way that SPC does.

    Isn't this a good thing for Combat Physician? When someone drops in health, the shield will proc on them instead of someone else randomly, who may be at full health. Since the set has a cooldown, it is nice that the procs are "smart" and not wasted.

    Now Prayer Shawl and Gossamer, on the other hand, have no cooldown and would be much more useful if they could proc on full health allies. Gossamer in particular would make more sense with this change, since it is a set based around avoiding damage instead of healing after damage is taken.

    SPC is its own animal, since it can ONLY proc if the target is at full health. It is designed to be a reward for DPS avoiding damage and the healer keeping them topped off.
