Making EOTS unstackable would pretty much render it useless for groups.
I mean I have to assume that is your goal, but is it really so impossible to handle EOTS? If anything I'd rather they nerf Earthgore so the destro groups don't get MASSIVE heals and negates triggering constantly.

The fact that you laugh means you don't pvp or you just know the poster. There are times that there is so much stupid in pvp that there is no where you can run. The majority of gamers flock to anything that's easymode hence all the people running the ability.
L2P, not being rude but 99% of the time people that complain about abilities are just bad at the game...practice more, everything has a counter play. It just takes time to learn...I rarely die from EotS because I streak away until it runs out, that's my counter. Every class has some way to counter it....
Aside from being on the opposite side of the map as the Eye of flame bomber groups, how are we supposed to counter this? Since not getting out of the way doesn't always work, I've tried to increase my resists. Buffed, I have about 25k magic resist and I have two flame resist glyphs on my jewelry. Thats well over 6k flame resist by itself. The damage is still out of control and I don't get why they made this ability so insane. Its the nuclear weapon of eso, thats for sure.

Any DK can talons, lock them down.
Any stam class can DBOS the entire group, knock them all down and roll away, All of these EOTS zergs are vamps.
What would be an ideal counter for stam builds is to have the old silver shards back, just bang that in their faces and they'll go down and slow the rush.
Also just chuck caltrops out and snare them a little. 2s delay makes all the difference.
10 stam toons stacking Caltrops can render any EOTS group uselss.

All these CC-related suggestions would be helpful if Immovable potions weren't in the game. Unfortunately many EOTS users on XBOX NA use Immovable potions and gap close spam.

Ok so far the best answer is to not be at the same place pvping as they are. Excellent. Reminds me of the Marvel character fighting the Hulk:
