And given the Hist can do all sorts of weird stuff like see across planes and create a race of sentient slaves, it's not too much of a stretch.

Saxhleel need their tree god and creator, but Hist lives inside them and through them as well. Similar as mer races that have echo of Auri El in them, or man races and Lorkhan.0
