I don't know exactly what you mean by the most romantic spot in Tamriel, but when I think about romance in this game, I think about the quest you do in Greenshade for Hartmin and his husband Mirilir. This one was a real heartstrings-tugger: http://en.uesp.net/wiki/Online:The_Flower_of_Youth
I mean like where would you take someone on a date that wasn't player housing. I like the chapel near Castle Brindle. Can't think of other nice spots though.
Cyrodiil indeed has the most beautiful scenery of Tamriel. Maybe I will just take her to that party between Bleakers and Aleswell or the skeletons house on the way to Drakelowe.
In that case, there a chapel in Anvil with a nice pavilion across from it, though this spot is apt to be interrupts by the screams of priestesses being murdered by the Dark Brotherhood.
There's the wineries in Cyrodiil for when you just want a nice drink of Nirnroot Wine.
There's a pavilion in Bal Foyen overlooking the fields. Its a beautiful vista only slightly marred by the covenant troops burning the crops.
Orsinium has a lot of cool inns, a bathhouse, and scenic overlooks.
In Kvatch, you could watch groups compete in the arena. Sadly you can't get into the stands, but I think you could watch from the gate.
Glenumbra and Auridon have some very nice beaches, for people who like long walks on the beach. Khenarthi's Roost would, but soul-shriven vestiges keep washing ashore.
Bergama in the Alikr Desert and Hew's Bane have some very nice roof-top views. Your valuables are substantially less likely to go missing in Bergama.
Finally, you could always meet near the Lover mundus stones for a picnic.
That mages Island at the end of Mages Guild quest line. Hardly anyone really goes there because lots of people never do that quest line on alts and I'm not sure but it might be a separate instance after you complete the quest so then the only people going there would be for the crafting stations..
I got married to a friend (the mara shrine) we did it in Auridon. Then we went to his place hundings where the sounds of the waves and the stars over the beach was very romantic until my bf said "what is that cat creature doing to you?" and a I said "push ups" with a smile.
Eastmarch is very beautiful at night. And Tides of the Abecean Sea is a beautiful piece of music by Brad Derrick. Around 3:16 in the song is my favourite part. It’s one reason I farm often in Eastmarch.
I take time to slow my roll to enjoy these small things in the game that seem to get looked over by the majority of players.
