At the end of the Orsinium quest-line, the newly-crowned king's wife says she needs to start producing heirs for her husband. When I saw that, I thought, "Good luck, Orc-lady. Did ya notice all those empty cribs?" :'(
    LOL.

It would be very easy for them to make all children unkillable, so that wouldn't be an issue.
This, back at launch you could not kill civilian npc anyway, you can not kill service npc.
issue was adding animation and actions also child models and voices of all races. All civilian npc shares some idle animations and actions children would require more.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

In FFXIV with their 2rd expansion the developers added some children NPCs to the new areas for immersion sakes. You can not kill them and you only interact with them for a couple of quests. I honestly wish more games like ESO did this.

Oblivion: There are no children in the game, that doesn't make any sense. Why are there no children in the game?!

Skyrim: There are children in the game. Oh god why did you put children in the game?!

ESO: There are no children in the game, that doesn't make any sense. Why are there no children in the game?!

    I think a pattern is forming. ;)

maybe, because stabbing children with the blade of woe would stir controversial debates

Stabbing Redguard NPCs does not stir any controversial debates. I doubt this would be different.

I seem to recall a guild, or part of a guild, who dyed hooded robe costumes white, and went to Craglorn, running around and firebombing Redguards with not particularly civil comments.... then attempting to claim it was a joke when they were reported and either temp-banned or perma-banned. Granted, there wasn't much discussion before the admins acted...still not much room for debate. Not too much of a "joke" is involved with imitating the Klan. Pretty sure some people with no sense or intelligence would think its a great idea to "joke" about *** while doing inappropriate emotes and chat around child npcs.

There were discussions on the forums when vids of the incident were posted, yes.

I started ES games with Morrowind. And If I recall correctly Zenimax's response to forum discussions gave a couple reasons children were omitted. (Skyrim Excluded) Some of the feedback from 1. They didn't want to promote violence against children and 2. since the games could be modded regarding clothing or lack thereof they just didn't want the hassle of whatever blowback they'd get.

In Skyrim they made the youngsters unkillable. I imagine they found a way to restrict their modability too. The lack of rugrats and street urchins in ES makes the environment seem more sterile though. Would be nice for immersion if we saw all family elements in Tamriel.

Finally a practical application. I mean yes, I can totally see a culture doing that, skipping the diaper phase and terrible teens, makes sense.
