Vampire Cloak already gives passive Minor Protection. It'd be pretty unimaginative IMO if both of the only "Vampire XYZ" sets in the game gave Minor Protection as part of the 5-piece. I realize one is heavy and one is light, but still.

Cloak actually would help vampire tank work with ice staffs by letting them reduce damage with mist form but not get impacted on gaining magicka back. This would let the tanks regen their main stat. With the removal of spell damage to the set this is a major drain on DPS since there is only health jewelry and no increase to dps within the set itself. This should help balance someone that chooses to wear Cloak/Lord or Cloak/Kiss and not be OP.
Kiss is built around countering the impact of being a higher stage vamp. The increased healing will help counter the lack of regen, the increased weapon/spell damage allows for class heal skills to do more damage and potentially heal for more. Adds a similar function to flame damage taken as health recovery in the passive unnatural resistance. Effectively this makes being in stage 3 the same as being in stage 4 currently (vamp DPS concern), and allow a stage 2 vamp to have 0 increased flame damage while being able to get the increase magicka regen and access to the resists in the undeath passive (vamp tank concern). This has a small increase to DPS but since this is crafted, it has no jewelry.

I think OP has already found the solution. Equip War Maiden.
5% cost reduction is strong. Clearly the set is intended for someone using the skills heavily.

It's highly specific DMG but the toolkit can be counted on one hand. The 5pc could receive an 8% cost reduction to match sets like seducers/alteration mastery which are higher.
