Vulhel Guard and Stormhold are both really close to the wayshrine.
Both of these are pretty far from the stable.rivenspire - city Shornhelm

If you want a safe wayshrine that you don't have to worry about guards go to Cyrodiil or Cold Harbour.

Coldharbor will only have stables if you've completed the main story line on the character. Otherwise it'll just be a desolate city with no vendors.
All you have to do is take the tour with the Groundskeeper (or at least talk to her) and then basic services are opened in the city. Not sure if the stables are part of the basic services or not. I will have to see on a mule tonight.
