I actually prefer it to Rawl'kha. I find everything even more accessible, and the outdoor bank cannot be beat.
Since Morrowind came out, Vivec City has become my new 'hangout spot'.2 -

Depends on the size of the bounty. A stablemaster will not train a character unless the bounty is relatively low.0 -
Velyn harbor
The stables are just steps from the wayshrine. If you go along the beach and come up behind the stables, you avoid any nearby guards. Also, the outlaws refuge is easily accessed from the beach. Only one easily avoidable guard near the refuge entrance. Added bonus is that all the crafting stations are just a few more steps from the stables. The bank, (with a cooking fire) and mages guild are right there as well. Everything you need mere steps from the wayshire, in a tight compact area.XBX1 NA

✭✭✭Reaper's March Arenthia's stable is like 5 feet from the wayshrine and logging out there is considered safe, but pretty sure you have to do the Arenthia city quests firstIGN @ emilypumpkin, imperial pumpkin seller

The stablemaster NPC doesn't show up if you haven't done any of the quests. My crafter who used to turn in writs there can verify that.
Yep, I verified this last night. I had never checked the stables there before as to when they opened.
