In any normal MMO, you run the client, and every time you want to do something you have to poke the server and say, "hey, is this okay?" Server says, "yes," or, "you don't see that big wall in your way? No, Stop moving."
ESO is not a normal MMO. A lot of data is handled in local memory. So, you tell the server, "I'm moving forward 20 feet," server says, "yeah, that's cool, have fun." Or, if you're using a memory editor, you can tell the server, "I'm moving forward 600 feet, and flying," at which point the server would say, "yeah, that's cool, have fun." And we'd get loads of posts going, "wtf is with the flying bots?"
Always thought ESO operated as any other MMO, I was not aware of how Cheat Engine lets people manipulate their memory for these purposes so easily. So I stand corrected. In which case I'd say yes, that definitely counts as 'hacking' in my book (manipulating server-client data), and it's something ZOS should look into. With that in mind, I still think it's probably not what happened in the duels OP describes, but thank you for explaining.

With battle leveling set up the way it is, low levels get insane stat boosts... especially in gold gear. He stomps CP 160+ chars that dont duel regularly all the time.

If you where in a cp allowed campaign. They could still be cp660 with the low level buff.
So could be very experienced players out trolling the unexpected and the people not to knowledgeable on how that works.
Well, by level 30 you'll have more skill points, so a lot more passives unlocked. That will make a difference.
