Provisioning BUG

Not sure if its already been posted already but here goes.

I can't make any food or drinks on the PTS. I made a template character and put the skill points into Provisioning, used the recipes and tried to make something, but it said I had no skills to do anything, even the lowest possible stuff, I couldn't make ANYTHING. With the fix earlier today I finally logged onto my main to see if they could make food, they could not. Even characters from live are effected by this. Not sure if this is on all characters or all accounts but I know my wifes template character had the same problem.

I was able to logon to my existing crafters and make food and drink for writ turn-ins.
