It did exactly what it described. No where does it state you can change to any race either. It simply says, you can change your race on one character, which you can.
Simple common sense would tell you, you can't change factions, so if you don't have any race, any alliance, you will be limited.

Seeing as how the race change token costs more than the any-race-in-any-alliance upgrade, it would've been a good customer experience move for ZOS to have the token bypass that restriction for that one character. If race change was super-cheap compared to the any-race upgrade, then you would have people loopholing it by creating a character and then race-changing. But with it costing as much as it does, that's a non-issue and it just seems unnecessarily restrictive.
They are refunding my crowns as we speak. So this Adventurer pack with the "Any Alliance Upgrade" The advertisement for it is "Play in the Alliance of your choice, no matter your race" Which means I can be a Dark Elf and Play for AD.......Yeah common sense with the Race Change Token lmao. What a stupid set up.
So I have to purchase both of these to get what it is I am looking for. Use the Play in the Alliance of your choice, no matter your race so I am AD then when I use the Race Change Token is automatically assumes I have to use the AD races to change to?
