Non CP Campaign Imperial City

Anyone knows if adds and boss have same damage, health and resistance as CP campaign?

Also what about under level 50 campaign?

Non CP IC is the same as CP. You're just weaker due to your lack of CP.

Not sure about lowbie IC to be honest. I would imagine it's the same due to battle leveling, but that's a good question.

I think that since One Tamriel, all mobs are the same : you're the one who changes due to CP and Buff to low level.
