I know that there are:

49 to lvl up to 50
50 to lvl up your alliance
11 for all the harborage quests
48 for mainline quests (AD=15 + DC=15 + EP=15 and Coldharbor = 3)

3 for Wrothgar main quests
9 for Goldcoast main quests (Dark Brotherhood)
6 for Hews Bane main quests (Thieves Guild)
1 for Imperial City

18 for Group Dungeons at lvl 1
18 for Group Dungeons at lvl 2

20 for Public Dungeons (15 Overland 1 Coldharbor 2 Wrothgar 2 Vvardenfell)

133 for the 399 skyshards

Am I missing any???

    This list (copy/pasted from UESP) looks correct :
    • Leveling your character, up to level 50 (64 Skill Points)
    • Completing quests in the main quest (11 Skill Points)
    • Completing quest chains in the Dominion, Covenant, Pact, and Coldharbour main storylines (49 Skill Points)
    • Completing the Imperial City storyline (1 Skill Point)
    • Completing the Reforging Orsinium storyline (3 Skill Points)
    • Reading the Folium Discognitum (Optional quest reward from Mages Guild quest chain) (2 Skill Points)
    • Completing the primary quest chain of the Thieves Guild storyline (6 Skill Points)
    • Completing the primary quest chain of the Dark Brotherhood storyline (8 Skill Points)
    • Completing the Divine Power, Morag Tong, and House Telvanni quest chains on Vvardenfell (3 Skill Points)
    • Playing or skipping Broken Bonds (1 Skill Point, only available to new Morrowind characters)
    • Absorbing skyshards (113 Skill Points, 133 including all DLCs and Chapters)
    • Ranking up in the Alliance War (50 Skill Points)

    Your total is 366, but there are 380 skill points total in the game.

    The 14 missing are from levelling, which brings 64 SP total and not 50 (remains of the old vet14, pre-CP system where we got 1 SP per veteran rank). Now while levelling pre-50 you get more than one skill point at some stages (if I remember correctly, at 10,15,20,25,30, etc.. ) to reach a total of 64 while levelling.

    There are our 380. The rest of your calculation is correct. However the rest of your calculation must be incorrect at some stage, since I don't see Mages/Fighter's Guild skill points (and the two "optional Valaste points"), nor the Vvardenfell quest skill points... also, not all dungeons have a "level II"... and thus provide only 1 SP. Maelstroem arena ?

    Apparently the fighters' guild grants no SP. Mages' guild provides 2 (depending on your choice regarding Valaste).

    I just realize that the list does not include HotR dungeons (2 SP). The new grand total of skill points is currently 382 then.

    Craglorn doesn't actually have any. The 49 are:
    DC: 16, AD: 15, EP: 15, CH: 3.

    This is insightful :D

    This is a quote from the notes at the bottom of that same UESP page:
    As of patch 2.1.6 there are a total of 517 abilities, ultimates, morphs, and passives to spend skill points on for any given character, in the base game. This assumes one Racial skill group, three Class skill groups (for one class), and all possible Weapon, Armor, World (including both Lycanthropy and Vampire), Guild, Alliance War, and Crafting skill groups.
    Thieves Guild DLC adds 11 more options to spend skill points on.
    Dark Brotherhood DLC adds another 11 options.
    As of patch 2.5.5 the maximum number of skill points a player can gain is 368 skill points.
    Based on the above gap, assuming filling everything else, just one weapon and one armor skill line, you should still have points for up to two crafting skill lines.

    So, how many more skill points need to be created before we can earn everything possible on a single character? In other words, how close can I get to having a character that does it all and spends every skill point achievable? The note mentions the 517 comes from both Lycanthropy and Vampire, but a single character can only do one or the other, right?

    Would (517+11+11) - 382 = 157 skill points be the accurate calculation? They need to add in 157 more skill points before I can spend all of them and get every possible skill and passive in every skill line on a single character. That's neat!

    Yeah you're probably right. I was thinking that as I wrote it out. That was something I've been wondering for some time now, it's good to know it's not possible! As the notes say, they added 11 more options each for Thieves Guild and Dark Brotherhood. Probably they will add in more options in DLC faster than they can add skill points, so the gap will probably stay the same or get even bigger than 157.
