An Aoe Taunt, something like what the Chainspinners in Aetherian Archive have. A bunch of chains going out and pulling everything to you (and taunting it), and then maybe with a morphs to follow it up with a stun, a shield or something like that.

If it's to avoid The small amount of time in PvP a tank still should grind for guard and stam dps need caltrops and vigor.
Zos placed skills into PvP that are helpful in PvP by design. Probably not going to Change that.
