So the tooltip and skill coefficients for the Shock Stafff read (from here taken from the latest patch):
- Over 1.8 seconds: · Deals $1 shock damage per second · If channel completes target is struck for $2 Shock Damage
- $1 = 0.0110548 Magicka + 0.441942 SD - 0.733473 (Magicka, R2 = 0.999998, ratio = 39.98)
- $2 = 0.0154242 Magicka + 0.618731 SD + 0.205584 (Magicka, R2 = 1, ratio = 40.11)
and Restoration Staff:
- Deal $1 Magic Damage over 1.6 seconds · 20% of damage caused is absobed as healing
- $1 = 0.0408976 Magicka + 1.63018 SD - 2.37173 (Magicka, R2 = 1, ratio = 39.86)
If we taken these tooltips and transform them into overall Heavy Attack damage we get:
- Shock = 0.0353232 Magicka + 1.414226 SD (over 1.8 sec?)
- Restoration = 0.0408976 Magicka + 1.63018 SD (over 1.6 sec?)
Ignoring the time taken per attack this leaves us with the Restoration HA being 15% more damage than the Shock HA which is a little surprising. Now I don't think those times are actually accurate since Morrowind and they changed the HA times. So in the end it may turn out that the Restoration/Shock staff DPS is closer or the same. Actually in-game testing would be needed to confirm this.
