And actually, now that Xbox One X is coming out (and I guess a lot of people will upgrade), even part of the console crowd could benefit from this.

Its a 2014 MMO. MMOs generally have lower textures otherwise the games would run like a slug stuck to super glue.

Find the line:
SET MIP_LOAD_SKIP_LEVELS
It will be set to 0 if you're playing on High texture quality. Set it to -3. Now open the game and enjoy the difference.

When I was on PC this did change it. Someone above said it’s not what they are talking about.

This is the most cancerous opinion a player can have. This is one of the reasons why graphics are generally overlooked (universally, not just in ESO). Even mediocre gaming PCs nowadays are powerful enough to handle decent textures, so there is no excuse for a game to look poorly.I don't play ESO for the graphics
It's wort adding that this setting has absolutely no effect on nearby textures whatsoever, because those are always (if not, it's a bug) rendered in their original resolution. This will more likely come around the year 7 mark.
ZOS has been approved for funding through 2020. That means they need to focus on maintaining and expanding the product until they are granted another "grant" so to speak.
With that being said, a graphical overhaul such as the one WoW underwent back with the warlords of draenor xpak is certainly on the table. But it would need to be a grossly outdated game, which ESO is not .. yet.
